On : 8.55 version, Change Assistant
ACTUAL BEHAVIOR
---------------
When using Change Assistant 8.55.19 to update the target based on CS PUM image 7, even though the EM Hub and Agent are running properly, the target environment shows EMHUB-Enabled = "NO" in Change Assistant and automatic file deployment using Environment Management Framework (EMF) cannot take place.
EXPECTED BEHAVIOR

The target should show EMHUB-Enabled = "YES" to allow for automatic file deployment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure Change Assistant to enable EMHub and create the Change Package to apply to the target
2. Examine the EMHUB-Enabled of the target in Change Assistant
