LAST ACT SEGMENT System Element Doesn't Work To Prevent Multiple Deductions With Full Period Segment

Goal

The elements LAST ACT SEGMENT and FIRST ACT SEGMENT are system-delivered functions that are described as

" This element indicates whether the segment in process is the last active segment within the Calendar Period. Can be useful with fixed amount Deductions that should be taken once per period regardless of the number of segments."

However, when invoking full period segmentation and using this element as part of a pay rule - to only deduct once for an employee - it is deducting in each SEGMENT. Furtherore, when storing the element in results, it appears to resolve to 'Y' in each case.

This being the case, there appears to be no system-delivered function that can be used to avoid duplicate payments in the event of full period segmentation.
