No "Apply" Button Found For The Special Request Item When Editing the Requisition

Symptoms

Issue:-
When the buyer or the Approver is editing the Req, after clicked the line description link and routed to the Edit Req page, the button on the bottom displaying “Add to Cart” button instead of “Apply” button

Steps To Reproduce the Issue:-
1. Create an ePro Requisition with a Special Request Item and Submit it for Approval
2. Login with Approver and from the Worklist and access the Req and click on the Edit the Requisition button.Click on the Special item Description link
3. Add to Cart button is displayed instead of Apply button
