PC_BUD_SUM: After Finalizing a Budget, the Amounts Are Doubled In PS_PC_BUD_SUMMARY

Symptoms

When finalizing a project budget, although the correct amounts are written to the PS_PROJ_RESOURCE table, the amounts written to the PS_PC_BUD_SUMMARY are doubled which causes the Budget vs Actuals page to show the doubled budget amount.

The issue can be reproduced at will with the following steps:

1.) Create a new Capital Project
2.) Create 1 associated Activity
3.) Create associated budget, use Adjust by Amount Spread
4.) Finalize Budget

Due to this issue, users may not know budgets are being exceeded.
