E-PORTAL:"Invalid URL-unknown Content Type or no Content Type found in URL" while Clicking on Homepage Tab CRef link from Fluid NavBar (Doc ID 2335532.1)

Symptoms

Custom link created and added under Fluid NavBar to open the classic LM_LEARNING_DASHBOARD homepage was failing after patched ELM from 8.55.14 to 8.55.19. Now custom link fails because the "h" content type is missing from the URL and following error message reported. This was working fine with PT 8.55.14 and opening Learning Dashboard Home page while clicking link from Fluid NavBar.  

The issue can be reproduced at will with the following steps:

1. Root > Fluid Structure Content > Fluid Pages > PeopleSoft Applications
2. Create a link to Learning Home
    Employee > Portal Objects > Homepage > Tabs > Learning Home
    Link Information > Provide a Name -DEFAULT > Save
3. Root > Fluid Structure Content > Fluid Homepages
    Edit  Navigation Bar  > Tile Content
    Select New Link- DEFAULT under PeopleSoft Applications and make it as Required > Save
4. Go to NavBar > Click DEFAULT
    Error Message:
    Invalid URL - unknown Content Type or no Content Type found in URL. http://Server Name:Port/psp/Q920GXBU/EMPLOYEE/ELM/?tab=LM_LEARNING_DASHBOARD  

Changes

 Updated from 8.55.14 to 8.55.19
