E-PORTAL:"Invalid URL-unknown Content Type or no Content Type found in URL" while clicking on homepage Tab CRef link from Fluid NavBar

ACTUAL BEHAVIOR

8.55 patch broke fluid navbar link to classic homepage .

ELM with 8.55.14, a custom link was added to the fluid NavBar to open the classic LM_LEARNING_DASHBOARD homepage. Patched development ELM from 8.55.14 to 8.55.19, now custom link fails because the "h" content type is missing from the URL. It is reported as an invalid URL.

Create a custom link for Learning Dashboard under "Root > Fluid Structure Content > Fluid Pages > PeopleSoft Applications" folder and add into NavBar. Select custom link from NavBar, it throws below error:

Invalid URL - unknown Content Type or no Content Type found in URL. http://Server Name:Port/psp/xxxxxx/EMPLOYEE/ELM/?tab=LM_LEARNING_DASHBOARD

EXPECTED BEHAVIOR
-----------------------
Create a custom link for Learning Dashboard under "Root > Fluid Structure Content > Fluid Pages > PeopleSoft Applications" folder and add into NavBar. Select custom link from NavBar, it should open Learning Dashboard Home page.

REPLICATION STEPS
-----------------------
The issue can be reproduced at will with the following steps:
NavBar->Navigator>People Tools>Portal>Structure and content > Fluid Structure Content > Fluid Pages > PeopleSoft Applications
Create a link to Learning Home
Employee > Portal Objects > Homepage > Tabs > Learning Home
Link Information > Provide a Name -DEFAULT > Save
Root > Fluid Structure Content > Fluid Homepages
Edit Navigation Bar > Tile Content
Select New Link- DEFAULT under PeopleSoft Applications and make it as Required > Save
Go to NavBar > Click DEFAULT > Below Error Message
Invalid URL - unknown Content Type or no Content Type found in URL. http://Server Name:Port/psp/xxxxx/EMPLOYEE/ELM/?tab=LM_LEARNING_DASHBOARD

The issue has the following business impact:
Due to this issue, users cannot access Learning Dashboard from NavBar.
