E-AWE: EOAW_NEM_PRC - Escalation process Runs into an Infinite Loop

ACTUAL BEHAVIOR
---------------
The EOAW_NEM_PRC process never ends as it keeps going on a loop executing the following SQL

 EOAWUSER_TYPE=:3,OPRID=:4,EOAWORIG_OPRID=:5,EOAWSTEP_STATUS=:6,DTTM_CREATED=
 TO_TIMESTAMP(:7,'YYYY-MM-DD-HH24.MI.SS.FF'),EOAWDTTM_MODIFIED=
 TO_TIMESTAMP(:8,'YYYY-MM-DD-HH24.MI.SS.FF'),EOAWDTTM_COMPLETE=NULL
WHERE
EOAWUSTEP_INST_ID=:9

EXPECTED BEHAVIOR

The EOAW_NEM_PRC process is expected to complete successfully.

STEPS TO REPLICATE:
-----------------------
1) Setup Approval Framework Workflow for a transaction.
2) Setup approvers as follows:
    Approver 'A' Actual approver for the Transaction
    Approver 'E1' the approver part of Escalation
    Approver 'A' is the Alternate approver for the approver ('E1') (Set up on UserProfile -> Workflow )
3) Setup Timeout Options as:
    Reassign to User List (Supervisor) -> After 1 Hours
4) Create and submit the transaction for approval.
5) Transaction is routed to Approver A for approval.
6) Approver A does not take any action for 1 hours and Escalations & Notification Process (EOAW_NEM) process runs for ever on an infinite loop
