Resubmitted Requisition For Requester Will Have The Requisition Header In Pending However The Workflow Status Is Approved (Doc ID 2337296.1)

On : 9.1 version, AWE - Approval Framework Setup & Requisition Routing

When an ePro Req was routed to the Requester to have something fixed, then resubmitted to Approval again, the ePro Req has Approved on AWE, but the REQ_HDR was set back to Pending Approval. 

The issue can be reproduced at will with the following steps:
1 Enter a Req. Special Request. Leave the Vendor Item ID blank.
2 Save and Submit to AWE. AWE routes back to requester at Stage 2, because there is missing information (Vendor Item ID blank).
3 We edit the Req again. Populate something in the Vendor Item ID field.
4 Save and Submit to AWE. AWE gives us an Approved Status, but the Req_Hdr and Req Lines are still Pending Approval.
5 Made a copy of this stuck Req, Save and Submit, and it is fully approved (AWE and Req_Hdr/Line).
