Promote Employee Direct Reports Page Is Not Working Properly When Employee Is Inactive (Doc ID 2338441.1)

On the Direct Reports fluid page, when user selects an employee who is terminated (inactive) and he has direct reports, the system shows message like "<Name of the employee> OK" for less than one second and then sends the user back to his direct reports.

The issue can be reproduced at will with the following steps:
1. Login and Go to Manager Self-Service Homepage
2. Click on Promote Employee tile
3. Navigate to the inactive employee
3. Click on the employee. A message appears for less than one minute and then disappears (example: "<Name of the employee> OK")
