Users Get Different Search Results in Comparing Modify a Person vs Add/Update a Person Search Pages When Name Contains Special Characters Such as Apostrophes

Symptoms

ACTUAL BEHAVIOR
--------------------------------
Name Search and Apostrophes - different results from different search pages.

Users are getting different results from two different search pages. Different users groups only have access to the second navigation path below and will not find the students that they are looking for.

1. Workforce Administration > Personal Information > Biographical > Modify a Person (Component:  PERSONAL_DATA)

2. Student Admissions > Application Maintenance > Add/Update a Person (Component:  SCC_BIO_DEMO)

EXPECTED BEHAVIOR

Results should display the person names one having last name an apostrophe and without.

STEPS

Pre-requisite: 

Ensure that persons are added in the database for the following:
Timothy O'Steen
Timothy OSteen

The issue can be reproduced at will with the following steps:
1. Go to Workforce Administration > Personal Information > Biographical > Modify a Person.
2. Search with Last Name - OS; First name - TIM
3. Go to Student Admissions > Application Maintenance > Add/Update a Person.
4. Search with Last Name - OS; First name - TIM
5. Result shows only Timothy OSteen

Inconvenient to restrict customer to search for persons with strings in name field.
