EGL9.2:Spreadsheet Journal Import (JRNL1) Batch Process (GL_EXCL_JRNL) Creates Journal Though Amount has 3 Decimal Places (Doc ID 2340066.1)

Batch spreadsheet journal import (GL_EXCL_JRNL) process is creating a journal even though the currency field goes out to three decimal places.
Test in PUM18 environment this returns, which correctly indicated there were errors and did not create a journal.

Business Impact:

This is causing problem with any reports that are pulled from the file

Steps to replicate :

1.  Populated JRNL1.xls file and write journal to a file (with 3 decimal places)
2.  Uploaded journal thru GL_EXCL_JRNL (batch spreadsheet journal import)
3.  When the journal was uploaded:
        'Process completed successfully with 1 journals imported.
        Imported these journals: System ID (Unit, Journal ID, Date) Reference, Description
        1028 (UCS01, 0002947736, 2017-09-12), To reclass our 9/6/17 retro payment to proper fiscal year
        Updated these journals:  System ID (Unit, Journal ID, Date) Reference, Description

4.  On Edit Journal process, Amounts retained the 3 decimal places
