Change Order Number is not Dispatched if Purchase Order (PO) Method is Email or Phone

Symptoms

When dispatching a change order via dispatch method of Email or Phone, the PO_DISPATCHED table shows 0 as the change order number.

STEPS
The issue can be reproduced at will with the following steps:
1.Create a new PO and Dispatch it via Print
2.Create a Change Order: 1 Dispatched as Email
3.Create a Change Oder: 2 Dispatch via Email
4.Increase Qty and change Dispatch method to Print
5.Increase Qty and Change the Dispatch method to Phone.
6.Choose dispatch method PRN again
7.Create a Change order using Email Again
