Service Indicator Notifications Not Working in Notifications Framework

Service Indicator Notifications are not working with the Notifications Framework when trying to send email notification.

The issue can be reproduced at will with the following steps:
1. Set up the Notification Setup page, selecting Preferred Email Address along with Override Notification Preferences.
2. Set up generic template SI_ADDED_OR_CHANGED_EMAIL using one variable (%1) and System as sender.
3. Activate Notification Consumer SERVICE_INDICATOR_ASSIGNED.
4. Activate the Event Name SERVICE_INDICATOR_ASSIGNED.
