E-PORTAL: Cannot Work in Two Separate Environments in Two Tabs Even When no Single Signon is Enabled

When the user opens two PeopleSoft environments, which are NOT set up for Single Signon with each other, they get random issues when using multiple
browser windows or multiple browser tabs. Some issues include:
1. 404 error
2. The Navigator displays tiles from the other environment (example, if they
are logged into HR first, and if they log into Financials second, the
Financials environment will show tiles from the HR environment in the
3. Navigator hangs in the receiving environment
Please note, this happens even if you open two separate Chrome windows. This
does NOT have to do with just one browser and multiple tabs.
