Transaction Goes To Error When Entering A German Address Via Self-Service Without A City

When adding a German address via Self-Service and leaving the City blank, the transaction will go to error:

Error Message:


Errors were encountered while this transaction was trying to save to the database. A message has been sent to the Administrator to complete processing of this transaction. No further action is required on this part


The error message should notify the user that the City was not filled in.

The issue can be reproduced at will with the following steps:
1. Navigate to Fluid Home page > Employee Self Service  > Personal Detils Tile
2. Access the Mailing Address, add the country as Germany without adding the City
