Header & Line Attachments cannot be viewed on the Requisition Approval Page

Steps to Reproduce the Issue:
1) Create an eProcurement Requisition with Header and Line Attachments
2) Submit for Approval
3) Log in as Approver and click on Header Comments Link - No attachments is found
4) Click on Line Comments No Attachment is found.
