COBOL stops with SQL*Net Break / Reset to Client status

When attempting to run the cobol process
the following error occurs.

 SQL*Net Break/Reset to Client status

The issue can be reproduced at will with the following steps:
1. >  run the specific COBOL process

The issue has the following business impact:
Due to this issue, users cannot run the cobol process
