Attachment Are Not Getting Downloaded On Fluid Approval Pages (Doc ID 2346557.1)

Symptoms

Attachments are not getting downloaded on Fluid Approval  pages.  No error messages are displayed and there are no messages logged in the app server logs.  However, when PeopleCode trace is turned on, the following errors are found:


PSAPPSRV.4340 (4193) 1-528302 09.09.16   12.208000 PSCurlFileTransferSession: Download : File Transfer Failed : FTP library Error code :  18 - Transferred a partial file
PSAPPSRV.4340 (4193) 1-528303 09.09.16    0.000000 PSCurlFileTransferSession: MapErrorcode.
PSAPPSRV.4340 (4193) 1-528304 09.09.16    0.000000 ExecuteGetAttachment: Return code : 3
PSAPPSRV.4340 (4193) 1-528305 09.09.16    0.000000 PSCurlFileTransferSession: Destructing the file transfer library object.
PSAPPSRV.4340 (4193) 1-528306 09.09.16    0.001000 ExecuteDownloadAttachment (error): return code (3) indicates attempt to download file from storage (for viewing) failed.
PSAPPSRV.4340 (4193) 1-528307 09.09.16    0.000000 EvalViewAttachment (error): return code (3) indicates attempt to view file in storage failed.
PSAPPSRV.4340 (4193) 1-528308 09.09.16    0.000000 EvalViewAttachment: finishing and returning 3.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.  Attach a file to a voucher for Approval.
     -  File was attached successfully
2.  Open the voucher thru Fluid Approval.
3.  Click View Attachments link.
4.  Voucher attachment is shown as expected.
5.  Click the attachment to view the file.
     - The spinning icon shows up then disappears after about a few seconds and does not show the content of the attachment.
