Year Round Pell: Second Pell Does Not Award Properly when Unmet Need < Award Amount

When attempting to award Pell to a student with Unmet Need less than the expected Second Pell amount - as a result of item types awarded PRIOR to Pell in the award sequence - the initial Pell item type is treated normally, but the second
Pell will not award properly.
1) If the student has unmet need above 0 but for an amount less than what the student would normally be awarded in the Second Pell, the following symptoms will be observed depending on the mode of packaging:
A) On-line ERROR similar to the following, if invoking a packaging or repackaging plan or manually awarding using a disbursement plan for the Second Pell that is different from the disbursement plan awarded to the previous Pell(s).

B) Batch ERROR similar to the following, if the student in scenario 1A is included in the processing of a mass packaging/repackaging plan

C) If awarding manually using the same disbursement plan as the previous Pell(s), the award is made only to the amount of unmet need, and no disbursement amounts are calculated. If packaging/repackaging in the same scenario, the total award amount may appear to be correct, but the disbursement amounts will be wrong.
2) If the unmet need is 0 or if the student is over-awarded, the second Pell fails validation with edit 9111, saying the student is fully packaged.
The issue can be reproduced at will with the following steps:
1. Award student a bunch of need based aid (scholarships etc.) and an initial Pell item type, so that the resulting unmet need will be less than the Pell2 eligibility. Example: unmet need 1000, student is awarded 4440 in Pell1 in
summer and fall terms, and now eligible for 2960 Pell2 for the spring term.
2. Set up repackaging plan to validate Pell1, and increase or Validate Pell2.
WHAT IS WORKING
Students with enough unmet need to accommodate the entire Pell2 will be awarded normally
