GP CHE - Warning In AVS Page Similar To Source Tax

Symptoms
Problem noticed in the AVS page. Information are not all the time updated at the employee level. And in such a case, the default values located at the company level are selected.
The Minimum AVS is not checked by default.
What is confusing is the first time you access the AVS page, information is populated automatically with a starting date from the 1st day of the current payroll month. Then the user believe the information is there but it's not. In some case, he may also press save and record a row with a begining date.
A similar warning message than Source Tax should pop up to inform that no information exists and a row will be inserted with default values when saving. This may be correct or not and the user should double check the information.
