Dependent/Beneficiary National ID is Blank When Entered Through Employee Self Service

When Employees add a new dependent or beneficiary through ESS, the National ID being entered and saves correctly, but when you query PS_DEP_BENEF_NID record, the NATIONAL_ID field is blank for that dependent

The PS_DEP_BENEF_NID record should be updated with the new dependent National ID.

The issue can be reproduced at will with the following steps:
1. Enter a new dependent/beneficiary with a Social Security Number (Navigation: Benefits > Employee/Dependent Information > Update Dependent/Beneficiary).
