eProcurement Requisitions Error Message: Contract Is Being Processed. Try It Again Later. (10400,86) (Doc ID 2353009.1)

Symptoms

eProcurement requisitions error message: Contract is being processed. Try it again later. (10400,86)

Steps to Reproduce the Issue:
1) Users creating requisitions from the supplier punch out site, and when they tried to save the requisition, the error message popped up in Peoplesoft.
2) Also there seems to be an issue with assicated Contract ID  when they tried to look it up.

Error:
Contract is being processed. Try it again later. (10400,86)
Releases of this Contract are still in the PO staging table awaiting for processing. Contract cannot be updated at this time.
