E-AS: Error When Trying To Boot Appserver Using DPK 8.56.05

The issue can be reproduced at will with the following steps:
1. Deploy PeopleTools DPK with the following customizations:
PSAPPSRV/Min Instances: 3
PSAPPSRV/Max Instances: 3
PSPPMSRV/Min Instances: 2
PSPPMSRV/Max Instances: 2
2. Attempt to boot the Application server domain.
3. Domain fails to boot.
Application server domain failed to startup with the following errors:
