E-AS: Fatal Error When Trying To Boot Application server domain from psadmin menu (Doc ID 2353121.1)

The issue can be reproduced at will with the following steps:

1. Deploy PeopleTools DPK with the following customizations:
  PSAPPSRV/Min Instances: 3
  PSAPPSRV/Max Instances: 3
  PSPPMSRV/Min Instances: 2
  PSPPMSRV/Max Instances: 2

2. Attempt to boot the Application server domain.

3. Domain fails to boot.

Application server domain failed to startup with the following errors:
