Journals imported using spreadsheet import template JRNL1_WS are not picked up for posting as DOC_SEQ_DATE column value in PS_JRNL_HEADER is populated as NULL.

Steps to replicate

1. Import a Journal using spreadsheet import template JRNL1_WS with 'Edit Journal(s)' option selected.
2. Navigate to Mark Journals for Posting page. Select the Journal to post.
3. Post Journal Request page opens up
4. Run GL_JP process & check message log to confirm that Journal is Posted.
5. Check the content of DOC_SEQ_DATE column value in Journal header for the imported journal.

Please see replication screenshots for more details.

Actual Behavior:

Posting process message log shows that no journals are posted.

DOC_SEQ_DATE column contains NULL value in PS_JRNL_HEADER for the imported journal.

Expected Behavior:

DOC_SEQ_DATE column shouldn't be NULL, so that Posting process picks up the imported journal for posting.
