E-MCF: Opening/Viewing PDF File Shows Content Of The File In Unreadable / Base64 encoded Format

Symptoms

Sample Environment:

Tools 8.55.19 ( upgraded from 8.55.17)
CRM 9.2 Image 10 or 11.  
Development  environment

Issue:
------------
 Once email with pdf  attachment is loaded into ERMS using RB_MAIL_READ process,  attempting to open / view  PDF file shows text / content of the file in unreadable/base64 encoded format.

Navigation:   Main Menu -> Correspondence - Search Inbound email - > Message Details  tab.      Then under the Multichannel Message Parts, customer is clicking on the file name/attachment.

Customer's expected behaviour:

 Previously, for the emails without attachments, the content of the mail would be visible as inline email body via Main Menu -> Correspondence - Search Inbound email - > Email tab. ( in the email message viewer )
