ACA Data Extract Box 15 Amounts Are Blank For Employees Associated to Custom Coverage Codes.

When running ACA_EXTRACT for 2017 Affordable Care Act the amount is not populated for Box-15 of the report, it remains blank
The issue can be reproduced at will with the following steps:
1. Run ACA_EXTRACT (Benefits -> ACA Annual Processing -> Create ACA Form Data -> ACA Data Extract
2. Run the process for the entire population CY 2017 and Extract All indicator.
3. After the process runs with success review the employee extracted data (Benefits -> ACA Annual Processing -> Create ACA Form Data -> ACA Employee TRansmittal Data)
4. NOte that Box 15 comes in as blank
