E-AD: ORA-01483 When Applying Project Via Application Designer Or Package Via Change Assistant. (Doc ID 2356727.1)

Goal

When I try to apply a package via Change Assistant, I receive the following message when there are peoplecodes in the project/package:

System Error : Component Record PeopleCode
Error - failure during Copy From File process.

If I try to apply the same package via Application Designer, I get the same error message.

The strange part is: this error only occurs occasionally and the error did not occur for the Record PeopleCode, only for the Component Record PeopleCode (but it has happened for Record PeopleCode in the past).

The strangest part of all is: when it happened in the past, I tried applying the same package days later and I was able to apply it successfully.

I have tried cleaning up the Application Designer Cache, tried to use everything set to English (Application Designer language and PeopleSoft Operator also set to English) and the error message keeps popping up.

Can you give me some guidance?
