On : 9.2 version, Functionality

When entering a Multi Year Budget in Grants > Proposals > Maintain Proposals and then clicking on Build Periods then *End Date is not calculating correctly or not displaying correctly. It appears that it is adding 1 additional day to the End Date which carries over to the next calendar year...

The Build Periods should properly calculate the end date as the end date of the calendar year

The issue can be reproduced at will with the following steps:
1. Grants > Proposals > Maintain Proposals
2. Create a new proposal. Enter the start date as 01/01/2017 and end date of 12/31/2019 and click on build periods
3. The following 3 rows are created with start and end dates as follows

01/01/2017 - 01/01/2018
01/02/2018 - 01/02/2019
01/03/2019 - 12/31/2019

Expected dates are
01/01/2017 - 12/31/2017
01/01/2018 - 12/31/2018
01/01/2019 - 12/31/2019
