Symptoms
1. After PUM 22, a number of validation errors are reported in FPS.
It seems they are old employees who were reported to HMRC as new starters.
2. Employees are terminated and re-hired in same month FPS is showing error saying " If Start date is present Starter declaration can not be left blank."
