EBI 9.2: PROJ_RESOURCE.RESOURCE_AMOUNT Is 0 For Bills Created Through Excel Upload With Analysis Type as REV Or BAJ (Doc ID 2358370.1)

On : 9.2 version, Billing Interface

ACTUAL BEHAVIOR
---------------
Billing Transactions imported through the Billing Spreadsheet, does not integrate correctly to Project Costing for RESOURCE_AMOUNT field. The Foreign Amount and Resource
Amount are 0 in PROJ_RESOURCE table. Bills copied from the interfaced billing transactions or bills created online when processed, it correctly populates the RESOURCE_AMOUNT in PROJ_RESOURCE table.

EXPECTED BEHAVIOR
-----------------------
PROJ_RESOURCE.RESOURCE_AMOUNT should not be 0 for bills created through Spreadsheet Invoice Import.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1: Billing Spreadsheet is populated and loaded into INTFC_BI using excel upload.
2: Ran the Billing Interface process.Bill got created.
3: Make sure Invoice has the required Project ChartField values needed for PC integration. Run the Single Action Invoice job.
4: Run the Update Contracts and Projects process from the navigation Billing > Generate Invoice > Utilities > Update Contract/Projects Data
5: Run the Retrieve Billing Items process from the navigation Project Costing > Revenue Collection > Retrieve Billing Items
6: Reviewed the Billing transaction on Project Resource by navigating to Project Costing >Transaction Definitions > Transaction List. Note Resource Amount is 0
