E-AD: Invalid User ID and/or Password in Application Designer (Doc ID 2358810.1)

Application Designer login fails with Invalid User ID and/or password error when the problem is really a role referencing an nonexistent PL.

Client trace does not capture the actual issue, this only shows in a SYSAUDIT.
App Designer should handle this scenario in a way that will more easily point to the actual problem: either the log should capture the problem with the bad permission list or the error message at login should point to the actual problem
