Pell1 Fails Validation with Edit 9254 When Student is Still Within 100 Percent for the Year

ACTUAL BEHAVIOR

When packaging Pell for the third or later term in the aid year, some students are not being awarded the initial Pell when they should be, because their total eligibility including the new Pell amount would still remain <= 100 percent for the Aid Year. If the LEU is < 500, the student is awarded the term eligibility in additional Pell instead.

EXPECTED BEHAVIOR

These students should be awarded the first Pell since they are not exceeding 100% for the aid year.

STEPS
-----------------------
The issue can be reproduced at will with the following steps (quarter trailing summer term example):
1. Award 3974 in Pell1 to 0 efc student in disbursement plan with only the fall/winter/spring terms
2. Award Pell1 and Pell2 in disbursement plan with only the summer term

WHAT IS WORKING
----------------------
The amount awarded is correct when LEU < 500, just not in the right item type. Also, if the student is not eligible for the additional Pell in the term because they are not at least half time, then the first Pell is correctly awarded.
