Symptoms

When trying to input a court order in Peoplesoft getting error message preventing user to save and complete. 
Navigation: Benefits > Employee/Dependent Information > Update Dependent/Beneficiary

Get RowSet: Record 'DEPENDENT_PHONE' not found in Scroll level 0 (2,154)


The issue can be reproduced at will with the following steps:
1. Benefits > Employee/Dependent Information > Update Dependent/Beneficiary input a court order
2. Getting this error message when trying to save and complete.
