FA920 Query and Report Fails with Error ORA-01799: a column may not be outer-joined to a subquery (Doc ID 2360695.1)

Symptoms

On : CS 9 Bundle 48 or CS 9.2 PUM Image 8, Tools 8.55, Oracle 11G

When attempting to run the FA920 Fund roster report
the following error occurs.

ERROR
-----------------------
ORA-01799: a column may not be outer-joined to a subquery
01799. 00000 - "a column may not be outer-joined to a subquery"
*Cause: (+) () is not allowed.
*Action: Either remove the (+) or make a view out of the subquery.
In V6 and before, the (+) was just ignored in this case.

The issue can be reproduced at will with the following steps:
