Installation of HCM 9.2 Image 25 on Windows 2012 R2 (on VMWare) failed at "Deploying Oracle Database Server", the {BASE_DIR}\db\oracle-server\12.1.0.2\ folder is incomplete, and the log shows the following failure:

FSCM PUM 31 Setup on Windows 2012 R2 failed at the step "Setting up Process Scheduler Server Domain", and the log file psft_dpk_setup.log shows the following failure:
