EBI9.2: Why Data From The BI Extract Tables Did Not Get Retained After PS Application Upgrade?

Q1: Since there is no data in the Extract tables now, what will be the impact when a user tries to print any of the existing invoices that are already Finalized before upgrade?

Customer's business scenario:
PeopleSoft FSCM upgrade from 9.0 to 9.2 (Tools upgrade from 8.51 to 8.54 and to 8.56) has been completed (Initial Pass).
When observed the UPG Count, the data that were existing in the Billing Extract tables have not got retained in the upgraded instance 9.2 DB. The row count for the extract tables are showing Zero and there is no data.
Through the script - DLEPUPV07.DMS (DMS Script) the BI extract tables have got dropped off during initial pass and recreated and hence there are no rows in these tables post upgrade.

Q2: As per Doc ID 1422351.1, it's normal for the step DLEPUPM07.DMS to drop tables,views, or both, on the Copy of Production database, as some tables and views need to be dropped from the database prior to compare, copy, or generating DDL scripts.

Customer is aware that at some point is normal to have 0 rows Billing tables:

- BI_EXTRCT_LINE ; BI_EXTRCT; BI_EXT_HDR_NOTE; BI_EXT_LIN_NOTE, as the DMS script that removed the data from them, but the question is:

Since there is no data in the BI extract tables now, what will be the impact when a user tries to print any of the existing invoices in the upgraded application, that were finalized before upgrade?
