Error: "TNS -12541: TNS no listener" After Windows Host Reboot (Doc ID 2363854.1)

Symptoms

This issue can be experienced on any Windows host running Linux on VirtualBox if the virtual machine is configured for Dynamic IP address assignment.  When attempting to start server the following error occurs.

tnsping<DB_NAME> results in the following error:

TNS -12541: TNS no listener
