Fluid Enrollment Request Not Visible In ENRL_REQUEST page

On : 9.2 version, Student Records Enrollment / Fluid

Users cannot see enrollment requests created thru fluid pages.

Expect to be able to see all enrollment requests created thru self service, quick enroll, fluid or any other source when reviewing enrollment requests of a specific student.

The issue can be reproduced at will with the following steps:
1 Log in as a student and enroll in a class via the fluid tiles.
  (search for any available class and add it)

2. Log out as the student and back in as the administrator

3. Records and enrollment > enrollment > enrollment request

(note :   fluid enrollments can be seen on the page  Records and enrollment > enrollment > enrollment request search this only addresses the enrollment request 'find an existing value' )

The issue has the following business impact:
Due to this issue, users cannot see fluid enrollment requests in the list of enrollment requests for the student
