How to Correct Error Message "Sales and Use Tax codes are required. (10000,67)" when Saving Ship To Location (Doc ID 2364895.1)

Goal

When try to save Ship To Location, the system returns the message:

Sales and Use Tax codes are required. (10000,67)

Sales and Use tax codes are required when Sales/Use Tax Applicability is Taxable or Direct Pay.

Steps to reproduce:

-------------
1. Go to Set Up Financials/Supply Chain> Product Related> Procurement Options> Purchasing> Ship To Location
2. Click on Sales/Use Tax
3. Tax Exception section has:
Status = Active
Exception Type = None
4. Press Save and system returns message (10000,67)

Sales and Use tax codes are required when Sales/Use Tax Applicability is Taxable or Direct Pay.
