E-MCF: You are not authorized to view the email attachments/downloaded files

Symptoms

Sample Environment:

Tools 8.53.28  ( upgrade from  8.53.13  to 8.53.28 )
CRM 9.1  

Issue:
--------

Site has upgraded tools from 8.53.13 to 8.53.28, sometime earlier this year. When attempting to view ERMS inbound email attachments and case notes attachments, the following error is received.


Error on screen/PIA page when viewing attachment:
--------------------------------------------------------------
"You are not authorized to view the email attachments/downloaded files"

From the Appserver log:
