E-PORTAL: Payment Cart/Activity guide Not Displayed When Userid/Description has special characters For Ebill Payment (Doc ID 2370124.1)

Environment:

PT 8.55 with FSCM 9.2 below PUM 24

ACTUAL BEHAVIOR
---------------
Payment Cart not displayed when userid is provided as email id for ebill payment

EXPECTED BEHAVIOR

Payment Cart should display

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Make a copy of ebill user profile to create a new user with email as userid
2. Provide the Contact details for the new user created.
3. Login with user having without @ symbol
4. Click on Payment Cart. Payment Cart gets displayed since the user id doesn’t contain @ symbol
5. Now, try to login with new user which contains @ symbol.
6. Click on Payment Cart again having few invoices in the cart
7. Payment cart doesn’t display the Activity Guide. Payment Cart doesn’t land on the first page instead stops on the Activity guide landing page.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot make payments if the userid has special characters such @ in an emailid based user name.
