STATEMENT OF ISSUE

EXPECTED BEHAVIOR

the ACA Data Extract incorrectly reports the full month that falls in the non-assessment wait period as 1E/2D instead of 1H/2D.

ACTUAL BEHAVIOR
-----------------------
ACA Employee Data Extract incorrectly reporting codes 1E/2D instead of 1H/2D during Hire Full Month

We have identified an issue with the 1x reporting code in the ACA Employee Data Extract when a new hire or rehired employee is in a Waiting Period for Health Benefits and coded as Non-Assessment Period on their ACA Eligibility Status page. Under our benefits policies, new employees become eligible for health benefits the first of the month following 30 days of employment. For example, if an employee is hired 10/11/17, their health benefits eligibility would begin 12/1/17, and the employee’s ACA Eligibility Status page would be entered with an “Always Eligible” status (assuming full time) with an effective date of 10/11/17, the Non-Assessment Period checkbox would be checked, and the Limited Non-Assessment reason entered for Wait Period – Hire or Rehire, with an Non-Assessment End Date of 11/30/17.
However with this set up, the ACA Data Extract incorrectly reports the full month that falls in the non-assessment wait period as 1E/2D instead of 1H/2D. These codes were reported correctly in previous reporting years. This situation appears to be new for us this year. The data extract appears to be ignoring the Non-Assessment Period end date during initial wait periods.
