STEPS

The issue can be reproduced at will with the following steps:
1. Run ./psft-dpk-setup.sh --env_type midtier --domain_type prcs
2. create psft_customizations.yaml
3. Run /opt/puppetlabs/bin/puppet apply --confdir=/u01/app/oracle/psft/dpk/puppet site.pp --debug --trace --logdest "/u04/sw/puppet_run1hra.log"
