Purchasing Users with Inquiry Access are Not Able To Print PO.

Users with Inquiry access are unable to Print a Purchase Order.
1. User looks up Purchase Order, sent to Inquiry page as they do not have access to Add/Update or, 2. they go directly to PO Inquiry.
2. Go to Review PO Info, PO page, there is no link to Print PO.
3. Go to Review PO Info, Print PO. User can run the process to Print PO successfully. However, this runs the PO Dispatch process, which they do not have access to, and they get no results.
