Multi-user save issue on Express Asset Definition screen  

Issue occurs in the Project Costing to Asset Management process:

If multiple users define assets in the Express Asset Definition screen at the same time, the system does not provide an error message. Rather the system saves all assets/distributions defined by all users at the same time even if the percentage is over 100%. The system also increases the costs available to capitalize in the activity based on what was defined. For example, if I have $20K in my activity. Two different users can save their distribution for this activity at the same time and the system not only allows this, it will double the amount of costs capitalized to $40K. See screenshots.

Percentage should equal to 100%

The issue can be reproduced at will with the following steps:
1. $20,000 available to capitalize on In Service Date Trigger using Many Assets From Each  Activity, Activity Percent Distribution
2. User A and User B defined assets at the same time in Express Asset Definition for this  Project/Activity
3. User A created two assets with $10,000 going to each asset.
4. User B did the same
5. Both users saved at the same time and this system allowed the distribution to equal 200% with four assets created, each of these assets is $10,000. So, it duplicated the
total cost in the activity to $40,000. It did not give an error.

The issue has the following business impact:
Due to this issue, duplicate cost will be sent to assets.
