E-PORTAL: Workcenter Personalization Options Are Not Working In IHUB

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to PIH.
2. Navigate via UniNav to the AP Workcenter page.
3. Click on the personalize link on the my work pagelet.
4. See the message that personalization has not been setup.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Personalize the pagelet. They can stilll access all the links and functionality in the pagelet. Minor inconvenience.
