Calculated Pell Amount Wrong with Some (not all) LEU > 500 and Using Formula 1 Full Time (Doc ID 2378225.1)

When packaging Pell for a student with LEU > 500, the student is being awarded less than the amount of the remaining LEU in the last award term (e.g. spring of a fall/spring award). The reports of the issue were originally all for aid year 2019, but Support believes the issue could occur for 2018 as well, but isn't because census date has passed for most 2018 terms. See 'Cause' section below for more information.

Student should be awarded their total remaining LEU over all terms.

The issue can be reproduced at will with the following steps:
1. Add aggregate row with 512.5210.LEU value for PELL Aggregate, aid year 2019
2. Package student for aid year 2019 with 0 efc and full time

The issue does not occur with ALL LEU values over 500, but only some. For semester based schools, the issue seems to go away when the LEU >=525. For Quarter based schools, the range where the problem is seen appears to be a bit higher (534 being one confirmed example). Support also believes the issue does not occur with any Pell calculation setting other than Formula 1 Full Time. See 'Cause' section below for more information.
