View Failures on PSOPRDEFN_LANG, PSCLASSDEFN_LNG, PSOPRDEFNVW with Lower Tools Release when Upgrading to Higher PUM Level

Symptoms
On : 9.2 version, PUM#25 , Tools 8.53.
When upgrading the 9.2 release to PUM#25 or higher, with lower tools version below 8.54 system will not be able to build the below views due to missing records that are exists in higehr tools version starting from 8.54.
Views in error are:
PS_SCD_CHANGBY_LVW
PS_SCD_OPREMAL_LVW
PS_CS_DOC_HDR_VW3
PS_SUP_USRCLASS_LN
PS_CF_DSP_OPIDF_VW
PS_SCD_CHANGBY_LVW
PS_SCD_OPREMAL_LVW
PS_SUP_USRCLASS_LN
They are all looking for one of these: PSOPRDEFN_LANG, PSCLASSDEFN_LNG, PSOPRDEFNVW
The issue can be reproduced at will with the following steps:
1. During the upgrade process till PUM#25 or higher.
2. There will be a view failure on PSOPRDEFN_LANG, PSCLASSDEFN_LNG, PSOPRDEFNVW
