E-SQR: Performance Issue DB2 Vs MS SQL Server 2014/2016 (Doc ID 2380204.1)

After upgrading the database from DB2 to MS SQL Server 2014/2016 the SQR Reports are running slowly.

The MSSQL SQR is doing a FETCH-API for every row in the select statements, while the DB2 SQR is doing a single fetch for the select statments.

E.g. The time retrieved shows as follows:

MSSQL with -S option.
Load Lookup Run Time: 8.19
Select Run Time : 1.15
Program Run Time : 9.34

DB2 with -S option.
Load Lookup Run Time: 0.43
Select Run Time : 0.27
Program Run Time : 0.70

The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to PeopleTools > Process Scheduler > System Process Requests
3. Add a new Run Cntrl ID or use and existing one
4. Run the SQR report(s)
