Workflow Will be Routed to Admin If First Approver Doesn't Have Self Approval Checked

Goal
When having the approval process set up as the Self-Approval checkbox is disabled for the first approver and the creator of the Purchase Order, the system will route it to the administrator as there is no approver found on the first step.
Required Setup:
1. Approval process definition with one stage, Two steps.
2. First step approver can approve up to 25000 and second steps can approve more than 25000.
3. Make sure that the user creating the Purchase Order is the first approver and he doesn't have Self- Approval check box checked so he can't approve.
The issue can be reproduced at will with the following steps:
Scenario 1:
1. Create a new Purchase order for less than 25000.
2. Submit it for Approval.
3. Notice that it has been routed to administrator since there is no approver in the first step(as the self-approval is disabled).
Scenario 2:
1. Create a new Purchase order for more than 25000
2. Submit it for Approval.
3. It will route to next step.
