Importing Pell LEU and Pell SAS files error on DB2 (Doc ID 2383626.1)

Symptoms

After applying Campus Solutions 9.0 Bundle #48, when attempting to import either a Pell LEU or a Pell SAS file the process errors on DB2

STEPS

The issue can be reproduced at will with the following steps:
1a. Financial Aid --> Pell Payment --> LEU Reports --> Import LEU Files

or

1b. Financial Aid --> Pell Payment --> Cash Management Reports  --> SAS Reports --> Import SAS Files

2. Create a new Run Control ID or use an existing one
3. Run the process
4. Review the results
